What is Saber? Saber是什么？

Saber is an electronic service system that issues product conformity certifications in accordance with Saudi standard and specifications. To register and issue a certification of conformity before entering the Saudi market. SABER 是根据沙特标准和规范发布产品符合性证书的电子服务系统。旨在进入沙特市场前注册并颁发合格评定证书。

As new online conformity assessment system for imported products, the system is established to promote the new Saudi product safety plan Saleem, and the Saber system will become the central online repository of all mandatory Saleem data.

The Saber E-platform makes it easier for beneficiaries, local suppliers and manufacturers to access SASO approved conformity assessment bodies worldwide to inspect products electronically and issue conformity assessment certifications.

SASO has list of technical regulations for various products, including building materials and building products, detergents, lubricants, elevators and other mechanical products, auto parts, textiles, etc. The products covered by the technical regulations are called regulated products, and Saber certification can be started. As present, Saber system has been successfully launched, and the operation of Saber system will be enforced. At that time, the certification will be automatically issued by Saber system.

What is Saber Certification? 什么是Saber证书？

Saber certification refers to the conformity certification evaluation plan for non Saudi local enterprises (i.e. enterprises exporting to Saudi Arabia). Therefore, for Chinese export enterprises, we need to focus on the saber certification plan, the relationship between Saleem certification/Saber certification and SASO certification.

SABER认证，是指针对非沙特本土企业(即出口至沙特的企业)进行的符合性认证评估计划，因此对于中国出口企业而言，需要关注的是SABER认证计划，SALEEM认证/SABER认证与SASO认证的关系。

Saleem and Saber are the new upgraded version based on the original SASO certification, which will replace the SASO certification. Saleem is a new assessment project for conformity certification of products and batches of goods to Saudi Arabia.

SALEEM与SABER是新推出的基于原有的SASO认证的升级版，也是即将取代SASO认证的新的认证认可计划，SALEEM是一项关于前往沙特阿拉伯的产品及批次货物符合性认证的新评估项目。

What is Saber Compliance Certification Program? 关于SABER符合性认证计划

Saber is a comprehensive system that sets regulations, technical requirements and control measures. It`s goal is to ensure the safety of local products and imported products.

SABER是集设定法规、技术要求和控制措施为一体的综合体系，其目标在于确保本土产品与进口产品的安全。

At the same time, to ensure the legislative and administrative departments can provide effective services, we can ensure that the product conform to the technical regulations through this measure, which is the basic technical regulations related to health, safety, environment protection and energy protection to ensure their safety.

同时也是为了确保立法和管理部门能提供有效的服务，即可通过这项措施来确保产品符合技术法规，是涉及到健康、安全、环境和能源保护相关的基本技术法规来保证其安全性。

Major changes in Saber certification (SABER认证的重大变化要点)

1- Saber is evaluation project for conformity certification of products and batchs of goods to Saudi Arabia.

SABER是一项关于前往沙特阿拉伯的产品及批次货物符合性认证的新评估项目。

2- Saleem project launched s new online application system called Saber

SALEEM项目推出了一个新的在线申请系统，称为“SABER”。

3- Saber certification is a new online application system launched by SASO. Saber is actually a network tool for product registration, distribution and obtaining compliance COC certificate.

SABER认证是SASO推出的一个新的在线申请系统，SABER实际就是一个网络工具，用于产品注册、发行和获取符合性CoC证书。

4- According to Saber, products will be divided into high, medium and low risk categories. Each category will subject to different conformity inspection procedures and implemented by different authorized institutions.

根据SABER，产品将根据风险类别分为：高 - 中 - 低；根据风险类别，将采用不同的符合性检验程序，将由不同的认可机构执行。

To complete Saber certification process (如何完成Saber认证)

Step one: （第一步）

- The importer has to register an account from Saber platform: https://saber.sa/

进口商注册SABER平台系统账号；SABER网址 https://saber.sa/

- Importer must input application information to Saber system (Safety certification can be applied for on behalf of)

进口商向SABER系统输入申请信息（安规认证可代为申请）

What information needs to be entered in Saber system? SABER进口商注册要输入的信息（仅需一次性提交）包括:

1- Importer business registration number CR number *进口商商业注册号CR NUMBER

2- Importer company name + Address 进口商公司名称，地址

3- Contact name 联系人名称

4- Contact person position 联系人职位

5- Contact person E-Signature 联系人电子签名

6- Production Information ( each product/model share be submitted and suggest to make it in Excel format) 产品信息（每个产品 / 每个型号均需提交，建议作成EXCEL格式较佳）

Step two （第二步）

Product Certificate (PC) （产品符合性证书）

1- The importer needs to register their regulated products in Saber system and to make the PC request by selecting a conformity assessment and certification institution (CB Company) in the saber platform

进口商需要在SABER平台系统先注册管制类的产品，并选择一家符合性评估认证机构(CB机构)；

2- The CB Company needs to accept thIS request then Importer need to pay SAAD fee to Saber system

CB机构在接受申请后，沙特买家需要支付PC证书的Saad费用给到Saber平台

3- The CB company will review importer`s application online through Saber platform system, contact exporter/manufacture to provide certification documents

认证机构通过SABER平台系统在线查看进口商的申请，联系出口商/生产商提供认证文件

4- The certification boday(CB) evaluates the certification documents once confirmed it’s ok and Release out the Pcoc to Importer’s Saber account

认证机构评估认证文件通过后，会将PC证书发至沙特买家在SABER平台上的账号上。

Step Three: (第三步)

Shipment COC (SC) Certification（装运符合性证书）

1- Importer submits SC application to Saber system

.进口商向SABER系统提交SC申请

2- The certification authority shall verify controlled products and confirm the validity of PC certification

认证机构对受管制产品进行验证并确认PC证书的有效性

3- Pay SC certification fee

支付SC认证费

Eventually, Saber platform will issue SC certification online, and the certification is only valid for the imported goods of this batch.

SABER平台在线签发SC证书，证书只针对该批次进口的货物有效
